I'm in the market of buying a new computer within 8 months max. Is Nvidia or ATI going to release a new mid-range graphics card within that time span?

Yes. 8 months is 20 years in laptop time.

I'm not very familiar with ATI cards. What laptops currently have a mid-range ATI card for under $1,300?

HD2600 is crap. High power usage and low performance.

I bet nVidia's G98 (their upcoming replacement for the 8600, the mid-range counterpart of the G92 or 8800GT) will be out in a laptop version by that time.
