I've read about all the specs, but I can't seem to get a good understanding of how much slower a ULV processor would be.
My primary tasks are web, Office, maybe a little Matlab or AutoCAD, and of course some light gaming.
Is there a "noticeable" difference between the two processors when doing everyday tasks? Where does the i5-450m begin to leave the i7 640um in the dust?

Noticeable difference, yes. The 450M will leave the 640UM in the dust with video/photo editing, audio encoding, or some complicated tasks in Matlab or AutoCad. Both can do web and office fine. Also with gaming, the 450M is better since it's integrated gpu runs at higher clockspeeds over the 640UM's.

it makes no sense comparing ULV with regular laptop processor. if you want the best of two worlds how about LV processors.That should give good battery life and good performance.

The i5-450m is 2.26 (or w/e) GHz, dual core, full power.
THe i7-620UM is 1.2GHz, dual core, reduced power.
You do the math. The i5-450m is much, much faster (and power-hungry). -

Honestly, on idle, the power consumption btw the two CPUs isn't much and would not be noticeable in most systems. However, in very low power systems such as Lenovo's X200 series, it could bring a significant boost in battery life. So it really needs to be put into context of overall components (and power consumption).

the i5-450m wil be much better although if ur going in this category , i'd suggest i5-520m at least.
