The performance should be close to identical, given how those CPUs are within 0.1GHz of each other for both base and Turbo Boost frequencies.
    ARK | Intel® Core™ i7-4710MQ Processor (6M Cache, up to 3.50 GHz)
    ARK | Intel® Core™ i7-4860HQ Processor (6M Cache, up to 3.60 GHz)

The main draw of the i7-4860HQ is that it has the significantly more powerful Intel Iris Pro 5200 inbuilt graphics, as opposed to the Intel HD 4600 graphics in the i7-4710MQ. The inbuilt graphics won't matter if the notebook you're looking at includes a dedicated graphics card though.

HQ are soldered while MQ are not, so the MQ can be upgraded in the future. Also, Haswell runs hot by default and the HQ are commonly found on thin and light laptops which makes them run extra hot, so they wont OC as high as the MQ models (depending on BIOS and stuff). I would pick the MQ model unless you really need Iris Pro, but cant tell from the info you provided.
