Given the recent discussion about M.2 drives running hot I see this Intel SSD isn't a notably cool operator:

So that means it throttles when it exceeds 60C or that it doesn't exceed 60C peak?

4W will make a 2.5" drive run hot. There's no way an M.2 board can dissipate that amount of heat without either having a heat sink or a fan blowing cold air at it.
Under light usage conditions the 4W power might only occur in short bursts (I think writing is usually more power-demanding than reading) but sustained writing is going to end up getting throttled.

yep 4 watts pretty freaking hot consider controller / flash is even smaller on that small m.2 pcb. well theres m.2 pcie and m.2 sata so i'd assume sata runs cooler cause slower than pcie 2.0 x4

Sequential and 512K speeds decent, 4k not so spectacular...
m.2 ssd, so damn impressive yet so expensive
