have you done a memory test?

    Sounds like mem errors.

go get MemTest86+ and burn the ISO on a blank CD... then let it autoboot to run its scans.

1- Check your memory (with memtest as told above)
2- If your memory sticks are fine, check your hard disk. There may be some bad sectors on it.
3- If both your memory and HDD are fine, RMA your machine. The problem is in the hardware that you can neither diagnose nor replace.

Did you lock the processor into place with the screw on the socket?
Sometimes people forget and well the system will not turn on if the cpu isnt locked in place

Also, try starting the system up without harddrives, wireless, tv tuners, etc.
All you need is memory, a cpu and a graphics card to boot.

The blue screen of death should give an indicator of what the issue is.

Sounds to me like it might be a driver issue

Untick "automatically restart" or similar from my computer/properties -> system properties -> advanced -> startup and recovery, and you can read what the bluescreen says. It's usually something about some dll or such (like gpu driver's dll) and you can find out what the dll is supposed to do and narrowing the problem.

edit: Also, believe or not, windows event logging is a powerful debugging tool. It records everything going on in windows. For example, in windows 7 it keeps track (among many things) of system boot / shutdown times and tells you if something is delaying them.
In windows 7, its in control panel->system security-> administrative tools -> event viewer. I believe it's located in similar place in Vista.
