now this question is for my question, but it's a general question that i think i can ask here.

my TV has an HDMI port and a VGA port with audio.

as for my desktop, now i have an old optiplex gx260 tower, as depicted here ( Documentation).
the motherboard has a VGA port.

    now for my GPU, i have a geforce mx440 ( NVIDIA GeForce4 Ti 4200 with AGP8x (NV28) and GeForce4 MX 440 with AGP8x (NV18))
the gpu has a VGA port + s-video port.

currently, i am hooking up my computer monitor to the VGA on the GPU. i would like to hook up a second screen (my TV) to the computer. i want to hook it up the VGA port on the mobo, but would this work? i mean isn't the VGA on the mobo only working if you don't already have a GPU with ports? hooking the TV up to the VGA port on the mobo wouldn't work if there is already something hooked up to the VGA on the GPU correct?
so my only way to hook up my TV as a second monitor is by using the s-video port on the GPU correct?

You might be able to use a splitter, but it would certainly hurt image quality quite a bit - and VGA already does not produce very good image quality.

You can also look into a converter.

The motherboard probably has an integrated GPU built into it, which is disabled since you have a dedicated GPU installed. I think it's almost certain the motherboard VGA port is disabled/unusable.
