are you able to install windows xp home on a new notebook that comes with no operating system if you have a reintallation cd for xp from your current desktop?

Not legally.
-
but if someone were to try, hypothetically of course, could it be easily done?
-
If it's a retail version on the desktop, then you could legally remove it from the desktop and install it on the laptop.
If it is an OEM version on the Desktop, then you may or may not be able to install it on the laptop. It probably would require a call to Microsoft for acitivation, though.
Hypothetically
.
