i am running cpu-z and it says 1595.7 mhz for the core speed and it jumps to 2.26 ghz for a second every once in a while. the processor is 2.26 ghz. is this normal? thanks

that is normal, Intel speed step is kicking in. It basically throttles the cpu down when all of its power is not needed. This helps decrease energy draw by the processor and decreases the heat generated by the processor. This is completely fine and happens with all intel mobile processors other than celerons.

Thats the EIST (Speedstep) kicking in. When the cores will be under load, the frequency/multiplier will increase by itself. You can assign it a specific multiplier using RMClock, but that is kinda unnecessary.

Cpu rightmark is good, notebook hardware control is another option.
You can also check out undervolting, their is a guide here made by flipfire. Undervolting can help keep the temperatures down and keep your cpu running as efficiently as it can be.
It will also help decrease running temperature and increase battery life.

Like K-Tron said, the CPU downclocks temporarily if it doesn't need full power in order to save energy. As soon as you do something processor-intensive it will run @ full speed again.
