is the Intel core i5-540m processor together with an ATI Radeon HD 5470 graphics card capable of efficiently handling the applications like video editing and encoding, graphics designing and use of virtual PC? i know that a quad core processor will be a much better option but i can't pay for it. :(

Yes, you should be OK. A high-end quad core would be better (the low-end ones only by a little bit), but you are not missing out on much -- to do a lot better than a 540M you need to shell out $500+ or move to desktop processors.

Your CPU is fine for all those tasks.

Depends about your video/encoding applications. But for design and virtual PC i've never encounted any problem with less resources.
