In my experience, Samsung displays are among the best of the crowd, while HP is average. So if they're around the same price, I vote Samsung!

Well. I went to future shop. (bought a block away from house :D) and I looked at the hp monitors and they are absolutley beautiful. The samsung 24 was matte so thats why. The guy also said that hp makes their monitors from samsung and lg and then just rebrands them! I think im going to pick one up esspecially since it has hdmi a tilt screen and comes with a free 3 year warrenty and is 50 cheaper then the samsung!

I would avoid HP 24 inch. If your picky about color at all the yellow is VERY deep aswell as the blue. Average users may only notice a little strength in the yellow but not the blue.

If you want matte samsung or dell is the way to go.

Glossy I would have to point at acer. Although build quality aint great their 24 inch glossy is the sharpest monitor i have seen for the 400-1000$ range

I bought a Samsung 226BW based on all the rave reviews online. It's contrast and sharpness were disappointing imo. I got a HP 2207 instead. It's much better imo.

On the question who makes the best monitors I would not make any generalizations. It really depends on the model. Some Samsungs are better, some HPs are better.

I am going to order two 24" samsung panels very shortly for doing CAD work at school. The 1920x1200 resolution is beautiful on 24" screens.
In most cases people are debating between the dell ultrasharp screens and the samsung panels, because they are the best. Hp is middle of the road. Dell or Samsung is the way to go. They have excellent monitors and great warranty/pixel coverage.
