    sempron si-60 - any dynamic frequency power features ?

    I'm dealing now with a hp 6735s that has this processor and I see it's frequency at max all the time, even when cpu usage is very low
    On windows XP, same when changed to "max battery" power setting (which usually keeps the cpu at lowest frequency in intel cpu-powered laptops).

    Do I need any software for it to run properly or maybe this CPU doesn't really have frequency control ?
    in AMD specs it says it has powernow! features including dynamic frequency/voltage control and that in windows XP it is already "built-in"
