Awhile ago i spilled some liquid on my keyboard, and ever since my computer (dell inspiron 1501) seems to think that the "Fn" key is pressed down constantly, so half of my alphabet keys come up as numbers unless i hold the "Fn" key down while i type. I bought a replacement keyboard, put it in and damn, the same thing happens. However, I am using an external USB keyboard and everything seems to be fine. Anybody have any idea as to what's going on with this? Any help would be great

Yes, there is a key that you need to hit to disable num lock on the laptop keyboard. I think its Fn+F7 or Fn+F8.

I believe you can disable the fn key in the bios (I could be wrong though, don't have my laptop with me to test it)

That said and the link was just for fun as your situation it is much less serious. You say liquid? OK is it a conductivity issue or a sticking key issue? You know what you spilled. Water conductivety soda/pop sticky. You can remove the Keyboard and try and clean. When not atached you can do much more (flush with water if needed). You may have larger underlying issues I would take notebook apart and clean all, but just me. If you want short answers? Oh, I didn't get it at first...your Fn key is stuck.
Call Dell, keyboard replacements are cheap and probably covered under the warranty.
You are lucky the laptop still works. -

also tried going to regedit and changing initialkeyboardindicators to 0 but still doesnt work

OK sorry I did not realize you brought up software. You said you replaced the keyboard? Open up a little more and try and determine the extent of the damage. Until then not much we can say but guess?

Everything inside looks alright, it doesn't LOOK like anything got underneath the keyboard, but the fact that a brand new replacement keyboard doesnt work either leads me to beleive that maybe yes, i shorted something? I'm just trying to figure out my options besides lugging around a usb keyboard or throwing away the laptop entirely/

MAke sure that the ribbon cable, is connected to the motherboard firmly.
Usually you have to rotate the black or gray plastic lock, 90degress, and then slide the ribbon cable in as far as it goes. Then close the lock, and power her on.
To test if your keyboard works, press capslock, numlock or scrolllock. When you press any of these keys, an indicator light will come on. If no lights come on, than your keyboard or motherboard is bad.
If the lights come on, but you cant type or anything, than the motherboard has water damage.
Good luck, hopefully it was just an unseated ribbon cable
