Sounds like you need to repaste your heatisnk, also make sure it is free of dust. It is also possible that your heatsink simply can't handle the extra heat from the i7, but that is less likely. The throttling is due to the high temps, if you can get rid of those, you'll get rid of the throttling as well.

Yes, this is the result of throttling, as tijo mentioned. It's meant to protect against excessive heat increase.

Well, take tijo's suggestion on checking thermal compound and heatsink, as if your temps are rising that highly, then you have a problem. The throttle occurs to protect your hardware.

You can use a program called Throttlestop to help against the throttling, but if you force it to not throttle, those temperatures are likely to rise and your system may shut down to prevent damage from high temperatures.

Research whether that notebook came with a different heatsink for the dual-core processors vs. the quad-cores; that is the case with my notebook. Heatsinks can be relatively expensive depending on the material (copper would be the most expensive), so it makes sense. And don't stop there - also look into the fan unit itself and see if that's different.

There needs to be a connection for it on the board to supply the fan with power. Look into some copper RAM heatsinks and thermal tape mods if your temps are that unstable in spite of properly repasting and reapplying the pad. You might also need to consider a chill pad, although that will only help so much.

Your memory modules don't produce a lot of heat, but some. The copper RAM heatsinks and thermal tape might help, but adding these to your laptop takes special care and consideration (as is the case with any mod).

Add your own cooling system? You can mod it with said materials and a chill pad, but I don't know what you mean by "add a cooling system".

Ah okay. :) Always here to help! I think you'll be met with difficulty in changing the fan, so just make sure to use good thermal paste, maybe some heat dissipation mods, and if necessary - a chilling pad. Remember to that the ambient temperature where you have the laptop stored makes a difference too! So try to keep the room you're using it in cool as much as you can.

oooooh, this sounds like a power delivery issue in conjunction with heat. Your laptop was designed for the much more power efficient i5-430m, the i7-720qm uses a LOT of power and produces much more heat, I don't think your machine is capable of handling this chip even with cooling upgrades. I would recommend the i5-560m which uses only a bit more power and generates a little more heat than the i5-430m but it has equal or slightly better performance than the i7-720qm. The new i5 will definitely drop your temperatures by at least 10 degrees and possibly remove the throttling issue completely.
