I am wondering if I could plugin 4GB for my desktop, which is running on windows XP 32-bit.
Can I utilize all 4GB?

Plug it in? Possibly. Depends on your motherboard. Some motherboards won't support it.

Your mobo may support it, but 32bit windows wont.
In ur task manager, and system information you'll only see like ~2.8 2.9 gigs available. -
Upgrade to Vista, it should be able to recognize all 4 GB.

Windows supports up to (and including) 4GB RAM. Of course, that doesn't mean that all of it will be available to applications (Windows needs RAM for itself too, no matter how much RAM you have), but it's perfectly well supported. Don't know where you got the idea that it isn't supported.
As said above though, the motherboard may or may not support it. (But most desktop motherboards have no problems with it),
