my oem wd scorpio hard drive has a ATA or SATA lock on it
I never put the lock on and i do not know the password
id like to use it as a 2nd hard drive but I cant
does any one know how to remove the sata ata lock?

I think the best you can do is to contact your notebook manufacturer and consult with the support on that matter. -

Of course, removing the HDD password will wipe the drive (that's kind of the point of a HDD password). But at least you'll have a useable drive again. -

Your next best bet is to try and call Western Digital support, and see what they can do.
You can forget trying to access any data off of that drive. At best, you'll be able to salvage the drive itself by removing the password lock, and be able to use it again.
