1080p gives you 40% more vertical pixels, so web browsing is more pleasurable. I would pony up the 60 extra dollars for a 1080p screen, 1368x768 is an unacceptable resolution for a 15.6" notebook.

How's your eyesight? If it's good then go for 1080p, if your eyesight is bad, you will prefer 720p.

I can literally see the pixels from viewing distance on my 1366x768 and it bothers me. I've had a 900p in here.. its fine... but I like the 1080p the best. I had to go back due to two dead pixels, and it is so hard. Once your eyes get used to the 1080p, its great. I broke my replacement this morning... but I will be ordering another.
If you have a 15.6'' laptop, you should really have the 1080p screen... only real reason of having that size laptop. -
For $60, you had better get the 1080p display. 720p is just ridiculous. I think 900p is the sweet spot for a 15.6" display, and that anything more like 1080p is superfluous, but if only 1080p and 720p are available, without a doubt go for the higher.

It'd be best to just go to a retail store to see what a 1366*768 and 1920*1080 resolution look like on a 15.6" screen. Then you can decide which you find more comfortable.
In terms of "best", more screen real estate is theoretically better since you can fit more content on the screen. Whether that's within the limits of what's comfortable for you to see is another issue which is why I'd suggest to actually SEE it before. -

I mean if the sky's the limit either a Clevo notebook or the B+RGLED from Dell is pretty nice. Pretty broad range you got there...
-
Not a specific notebook, but there's also WXGA+ (1600x900), which has a much comfortable pixel density of 115.
