I have finally found the proper solution to this problem that works all the time. Even if you tried uninstalling power options and reinstalling it it will say 1.6ghz in control panel but if you shut down then restart on battery only itll say 797 then once you start up again on AC power itll stay at 797 once again. However this solution works guranteed.
1) Install amd 64 driver (thats right this is key for proper power switching when in battery mode, however if you prefer to have max speed even when on battery you choose not to install this or uninstall it if you already ahave it. If you keep it and you are on ac power you will be on max speed and when you unplug you will have speedswitching even without rebooting.
2) Go to Cpuid.com and download Clockgen (be sure to download the version that is correct for you motherboard! this is very important)
3) Use Clockgen to max you multiplier and clock speed (note your comp may or I should say will freeze, dont panic this is normal just wait 2 minutes and manually shutdown your notebook, on my Compaq I just hold down the power key)
4) After you reboot you have the proper speed all the time no matter if it is on battery or ac and doesnt matter which power source you boot first with. the speed switch is instantaneous and doesnt require rebooting.
*Please note if you choose to uninstall amd 64 bit drivers then your comp will always be at the max speed or whatever speed you set it to, it is only if you install them will you get different battery speeds then cpu speeds.
I hope this helps, I've went thourgh many many many unhelpful store reps and tech reps, and many hourse of hair pulling till I discovered this technique. This solution will always work but if you refer to wait fo ran bios update from HP then thats your choice ( ive heard one is coming soon).

Hmm, maybe that's what the new F.21 BIOS (dated 9/2004) is for, besides adding Sempron support. Dunno as I never had the problem, but I flashed it in anyhow.

Even after installing the new f.21 bios this problem still exists. So I have found the above method works best. Plus the new bios still wont let you change clock speeds without rebooting when you change the power scheme for example goign from battery power to ac power.
