My friend's HP DV6000 (dv6449us to be exact) wont turn on whatsoever. No screen, no fan, no hard drive. The blue lights were on for like half second after pressing the power button. Thats it. The power cord blue light works when its plugged.

I tried the method of holding the button for 30 seconds without battery but it didnt work. Is this the same problem everyone is experiencing with GPU chip unseated from overheating?
