OK, I've read a few threads about this, but still can't solve my problem:
The first thing I noticed when I used this new DV5000T (with 1.7GHz Dual Core) was the fan. It's not so much that the sound is loud (although its certainly not quiet), but the sound is little 'rough'. It's more of a 'buzz' than a 'hum', with a very choppy/clicky sound when the fan powers down. The fan is about as loud as my cooling pad (Antec) on 'low', but the cooling pad has a much smoother sound.
It sounds as if the fan is off-center, or there's something in there. I guess I'll get some compressed air tomorrow and try that, but is it really likely to help? Any other ideas?
Question 2: The fan never turns off. I'm using MobileMeter, with a few web pages open. The clock speed is constantly 1.73GHz (power settings are set to "laptop", and it doesn't change even if I unplug the power) and the CPU temp is jumping between 55.0c and 60.0c, with a noticable increase in fan speed.
Why is the processor running so fast, and why is it so hot for basic tasks? should be fan turn down if I can cool the processor?

Edit: my bios is up to date. In fact, its more than up to date: mine is version F17, whereas the newest available on the HP site is F15A.

The more than up-to-date BIOS could actually be the problem. Did you update it yourself or did your notebook come with it installed? If the former, where did you download it?

Update:
Once Windows had updated itself and restarted, now the fan is behaving correctly. It becomes loud at 55c or so.
Two problems persist:
The processor never drops below full speed, at least that's what MobileMeter says. Is MobileMeter reliable for reading processor speed on these machines? What can I do about it?
The fan still makes a really nasty sound when on. Compressed air didn't help. It sounds rough, and when it turns down I hear a very fast clicking, like a twig bouncing lightly against the spokes of a bicycle wheel. Any advise? Can anyone else hear this if they listen closely?

I use SpeedswitchXP to control CPU frequency of my notebook. I set it to Dynamic Switching and when the processor is idle the temp is around 48 degreees centigrade and fan I can barely hear the fan. Here's the link:
