    Caps lock is blinking in a regular manner, no shorts or longs. F11 and F12 LEDs are constantly on, no blinking. A regular beeping is heard repeated, no shorts or longs.

    Does anyone know what it means?

    I currently suspect a keyboard with dead keys.

    CPU and GPU and RAM seem perfectly stable. It only occurs in *some* reboots. Meddling with the keyboard lets it boot sometimes. The keys act up weird, they aren't just dead, they appear to send signals irregularly. I suspect they send weird signals that halt the boot process occasionally. What makes me think it's not lower level (or more serious towards the CPU/RAM/GPU) is that the laptop is perfectly stable under extremely heavy conditions (high end gaming) *if* it boots.
