How come my brightness on battery is lower, despite having the brightness maxed out?

I have set all the power options to not automatically adjust my brightness, etc.

The brightness is even set to max but still significantly different from plugged in brightness.

The HP technical support people were useless in helping.

Please let me know if you have any resolution for this, Thanks!

I'm pretty sure there is more than one place to set brightness when you are configuring battery vs. on the plug.
