The CIR remote on my HP DV5t for some reason began having limited functions. For example, the arrow buttons work, but the volume and mute buttons have stopped functioning. How can i fix this?

Maybe the battery of the remote is dying? Get it replaced and see if its performance improves.

I also find that having programs that depend on the remote open at the same time, for example, a video and an audio player, can cause the computer to get "confused" as to which program the remote control is acting on. Try using one program at a time and see if there's any improvement.

Another hypothesis of mine is that the program doesn't support that particular input from a remote control. But this is highly unlikely, I think :(

Actually, HP has sent me several remotes so far and the same thing happens with all of them; so, i dont think the problem has anything to do with the remote.

The last time this happened, i did a system restore to an earlier point and the problem went away. Since then, I have shut off the system restore option and when the problem came back, i couldnt revert back to fix it. In addition, there was a period of time since then during which i didnt use my remote; thus, i dont know what i could have installed/uninstalled since then to have created this problem. I tried uninstalling/reinstalling the driver.

Knowing that the issue isnt with the remote and that i had initially fixed it using a system restore leads me to believe the issue is one concerning software.

Does anyone know of software that could interfere in such a way?

Note: I have followed NBR's tweak guide
