My friend will turn it on and it will show compaq logo, go to BIOS, XP loading, the screen goes plank for about 25-45 sec, and hourglass pops up, and it will get to the blue with the logo, and not do anything else.
I think that it's a corrupt DLL file
THE plaptop has not been dropped
nor has the batterr been removed during operation
and there has never been a forced shutdown.

Have you tried booting into Safe Mode (hit F8 key right after power on)? This will load the basic files require for the OS to work. If it's a driver or some software that was installed afterwards that is causing the problem, booting into Safe Mode will bypass all those drivers/software. If the problem still exists in Safe Mode, you need to reload the OS. If still there after the reload, then it's your hardware. This needs to be sent in for repairs.
