OK ever since I got my laptop, I have been having problems with FPS lag, not network lag. I opened up my resource monitor (in Vista) to see what the problem was. The lag happened everytime the CPU maximum frequency dropped to 35-40%. It's fine when it was at 90-100%.

I think this is a power saving or CPU life saving feature of the CPU/motherboard, but it shouldn't be kicking in when it's on A/C power or when running an intense game like MOHAA.

I was wondering if anyone knows a way to fix this, or if I am misinterpreting this problem.

Here's a picture of the resourse monitor. Everytime the blue line on the CPU dips, I get bad FPS lag.

Run the computer on high performance, and adjust the settings to force 100% CPU power.

So in the advanced power options, under processor power management, I should set the minimum processor state to 100%? Is that dangerous?

No, the cpu is designed to run at full power. Instead of changing the power profile properties in the control panel, just change the power profile to 'High performance' while you are gaming. This should set the cpu to at full speed and so you should notice the lag. After you are done with the game yo can quickly change the profile back to Balanced or HP recommended.

Basically, when the minimum CPU is set to 100%, it runs at 100% whenever processing. Now, it doesn't process things 100% of the time, but when it does it's at 100%. This way if something needs to be calculated, its instant (or at least as fast as possible). There's nothing wrong with it except it may take more power.
