It is tied to the sound driver, there are no generic IDT driver. If you want to get rid of it, just use windows default driver. (Uninstall IDT driver)
If the machine is 5.1 (some envy iirc, then you must have the IDT driver from those to work), not sure about 2.1. -
I remember last year i installed modded IDT driver from this thread and i lost BeatsAudio function.

It doesn't happen at random. The Beats Audio application sets the value.
Not only is the bass set to the worse setting but the treble is also set to the maximum value of 4. This occurs whenever you uncheck the Beats Audio check box. There is a reset to zero button but it is not very useful since the settings are also set on every reboot. If you have unchecked the Beats Audio check box then it will set the bass to -12 and treble to 4 on every reboot.
I've read somewhere that it is part of the Windows Logo Program to provide a disable enhancements option in Control Panel>Sounds. This option does not exist with IDT driver. Attempting to disable the Beats Audio enhancement results the application forcing you to use the worst possible sound settings available!
There is a way to stop it. They have to fix the Beats Audio application and the IDT driver so that it does not wreck the sound settings when the user has unchecked the Beats Audio check box.
