My OCD is bugging the crap out of me. My drive C is exactly 99.9GB

Argh couldn't they just give me an extra .1 GB?!

Anyways I was planning on using G-parted from my Ubuntu CD and combining the Recovery Partition made by HP with the drive C partition. Doing this is suppose to give me an extra 12GB.

Is this a smart thing to do? I mean if I have a recovery CD there's no reason for me to keep the recovery partition if it does the same thing as the CD.

Well if you have recovery CD's there shouldn't be problem. Personally i like to keep the recovery partition around anyway just in case. But thats up to you.

I don't know if combining the partition would require a reinstallation of Windows though.

It doesn't. The HP recovery manager can do this. There is an option to remove the recovery partition and redistribute the space.

Well, then you're all set. No need for extra software.

Also, if HP didn't have that feature in there, there are utilities that allow you to modify all the partitions on your machine. A couple examples are:

    Partition Magic
    Acronis Disk Director Suite
