I have tried to re-install drivers, try different drivers, clear out my machine with CCleaner, and nothing seems to be working.
Whenever I try to right-click on the Intel(R) HD Graphics tray icon and select "Configure Switchable Graphics," I get the following error
I looked up cli.exe, and it appears that it has something to do with the Catalyst Control Panel, which I cannot seem to get installed. Every time that I try to install the ATI drivers, I never get the option to install the Catalyst control panel. I try to select "Custom" when installing, and the only options on the list are the ATI Catalst Install Manager, and an AMD something-or-another. It should be noted that this is coming from a fresh Windows 7 Ultimate re-install.
The steps I have taken are as follows:
1. Remove all traces of AMD/ATI drivers
2. Remove HP Drivers, Restart
3. Install HP Drivers (SP50656)
4. Install Catalyst drivers (I have tried both 11.5, 11.6)
5. Restart
Does anyone have any advice? If you have any questions or need any information/screenshots, just let me know. Thanks a bunch!

Have you tried right clicking on the background and switching graphics there?

I don't seem to have the option to switch graphics when I right-click on the desktop.

It's supposed to be the first or second option when you right click on the desktop. If you don't see that then your installation might have errors. I can't think of anything else other then reinstalling the HP driver and seeing if you can switch graphics by right clicking the desktop. The ATI drivers might be causing an error.

D'oh!
I figured it out. It wasn't correctly installing the ATI Catalyst drivers, since I was on battery power - the power-saving GPU was selected, and my system didn't "see" the high performance card. Once I plugged it in, I reinstalled and updated the ATI drivers and everything installed correctly.
I feel so dumb!
