    Charger question

    So, my mom got an eBay charger for her laptop (after hers broke).
    Now when she is plugged in her screen flashes every 2 secs, it goes to battery, then back to plugged in. Additionally it says "safe to remove broadcome ethernet device" as well.
    So, obviously the charger is causign this. My question is why is it making it say its safe to remove the device?
