A clean install is a complete deletion of EVERYTHING on your primary drive (not your secondary drive), then a manually reinstallation of the operating system, its drivers, and then only the programs you WANT.
You will lose every program for which you do not have installation media of some sort. Keep in mind that every program that came with your computer should also have come with an installation disc (or an installation file on your drivers & utilities disc), so you should be able to reinstall everything that came with the computer, but that would defeat the purpose of the clean install.
The whole point behind the clean install is to get rid of all the bloatware that companies like HP load onto their systems, which then allows you to pick and choose which utilities to reinstall, or even to just install programs from different sources.
You should have drivers on your drivers & utilities CD-ROM, but Windows XP and Vista both load native support for most Ethernet adapters, which means you can connect to the internet to download updated drivers.
You WILL need to install all drivers for your system. Otherwise, you will not have full functionality. -
A clean install is when you Format(delete all files, programs, apps) & install Windows again. You need a retail version of Windows(it is not the disc included with your PC) to do this. Afterwards you should install drivers(from HPs website or a disc included with your PC, Your apps, & programs Which you can back up on an external HDD. For the last question I need further information.

@ThomasH:
Unless the notebook only comes with a recovery disc, why would you need a retail copy of Windows? Most systems come with an OEM Vista/XP CD, so it seems kind of pointless to waste $100 to reinstall Windows. Do HPs only come with a full recovery disc that reloads all the bloatware? -
1. As these friends said, all programs and drivers will be erased.
2. Nothing on your secondary partition is changed if you select to install windows on the first drive.
3. Warning: Make sure you're installing a version of windows which identifies your hard disk. If windows does not detect that you have to inject your SATA drivers in windows bootable cd and try again.
4. YOU WILL NOT BE ABLE TO CONNECT TO INTERNET after installation of a clean OS on your laptop. You have to download suitable Ethernet (LAN) drivers from intel website and put it on the second drive and then install new OS. -
HP was shipping the Windows Anytime Upgrade discs with some CTOs, but that may have stopped by now. -

. I've never purchased a notebook that only comes with a recovery disc like that...I think it would make me crazy.

With all HP computers you can either order the recovery cd/dvds when you buy the laptop, and you can burn them once you get the laptop. You can only burn the recovery cd/dvds once on your laptop. I've also read about the anytime upgrade disks from CompUSA for really cheap, which allows you to reinstall a clean version of Windows. This anytime upgrade disk doesn't come with a CD key, because you will be using the one underneath your laptop. Also, with Vista there is a way to include the CD key and activation that HP puts in its recovery disks. Search the HP section of the forum for clean installation for Vista and you'll be able to find it.
