Are you sure its not the router you are trying to connect to? Do you see wireless bars on the bottem right of you desktop? Need more info. Model of wireless card, router etc.

Have you installed HP Wireless Assistant? Some people refer it as bloatware but in some computers it's mandatory to have, to turn wireless antenna on in the first place.
At least it's worth checking -
Yes and yes... and the wireless it self doesn't work... its the Nvidia's Wireless (somthing like that)

Oh well, I should have googled the picture first:
Compaq Presario F700, Compaq Presario F700 Review, Compaq Presario F700 specs
If it's 15.4" then it is a rebadged HP dv6000 -series. You will find multiple threads about that issue.
All of those have faulty nvidia system chip and in some models also gpu. Since you are missing the wireless part, system chip is going down first.
There is different ways to fix it, first is simple motherboard replacement.
Second is heatgun treatment to the system chip / gpu if present.
Third is rude but usually effective, bake the whole motherboard in the oven. It's risky, as some other part/component might burn. -
this is a known issue with these laptops, just download the latest bios for your laptop and it should correct the issue
hope this hepls
