This is the method I've used to eliminate the laggy webcam and boxy lines that appear over the camera picture or video.
1. Download ManyCam or any other webcam software that allows you to modify the webcam properties (YouCam Does NOT let you do this)
2. Start ManyCam after installation (pic):

3. In the "Sources" Tab with a webcam selected (In This case the HP True Vision HD) Select "Properties" and tab over and deselect either Exposure or Low Light Compensation. Click Apply and Ok.

Enjoy your non-laggy webcam! It also will not lag if one of the above selected options is de-selected.

doesn't that make the image very dark in low light?
anyway i can't use my webcam in windows anymore.. i don't why. -
However, as noted above, I can leave the low light comp. on and uncheck the auto exposure and notch it all the way up, therefore picking up any potential lost light.
