The BIOS is updated, the stock win8 driver is installed, but when I try to apply a setting in MSI afterburner, all it does is revert back to stock clocks. Any help?

Use the newest Leshcat driver. You can not overclock on the stock drivers.

How do I overclock with leshcat drivers? I installed his 13.1 drivers, than go to the utif options and enable overdrive? Than opened up msi afterburner and its 0 for me.

If you enabled the overclock during driver install you can overclock the card using the catalyst control center. There should be a page that says overdrive.
