    I have a HP DV6500T with XP, CPU T7700 at 2.4Ghz, 2GB RAM, nVidia 8400m GS.

Everytime I run a program like CPU-Z it reports my CPU speed to be 1.6Ghz or lower. This happens even when the CPU is under benchmarking stress and at 100%. The multiplier sits at 6X while it can be 10 or 13. It does not switch to the higher speed.

Any benchmark I do reports my CPU to be super slow and compares terribly against similar DV6500 laptops.

I have the latest BIOS and all latest drivers. I am sooo confused why my CPU is running so slow. In the BIOS there are no options to change the CPU speed.

    PLEASE HELP ME.

As I typed above, I am using XP no Vista.

Also, the temperature on my laptops CPU cores are within the norm when I do the Benchmarking 43C on both cores. And I still get SUPER LOW benchmarking results from any program.

One more thing I just discovered. When my laptop is plugged-in to the power the CPU speed does not change and it is stuck at 1.6Ghz, when I unplug it and run the benchmarks the CPU starts shifting and it goes to 2.4Ghz and the benchmark results are great.

WOW PLugged in to power and get slower speed. PLEASE GIVE ME ANY SUGGESTIONS.

Can you check your temperatures using HWMonitor? It could be overheating causing it to downclock

Try changing your power scheme to "Always On" under power options.
