Does another computer have the same problem? That really sounds like pixelation due to internet problems with the throughput on your downlink speed.

Is it always occurring for the same video at different times of day?

This is not a problem of the monitor. It is a feature of led monitors. I have a dv6-1330sp. Already traded it several times thinking it was a problem. But all of them had the same.

Over time you will not notice it.
Only if you are looking for the problem. ;)

Good answer. so what's the uses of led monitor? why did they put led on the monitor if it causes video quality worse.

NB: It might have been called motion artifacts. LED Monitor shouldn't have them at all.

    regarding snowbound

it's not happening only on-line streaming videos. it'sa happening for everything. even in my dreamscene videos.. if i move around my head one side to other quickly, i can see those block pixels somewhere on the screen. i think it's really something wrong with the disply or may b video card. i tried everything. lots of codec, fresh windows install....and so far so on. i m pissed off.
