Do HP Pavilion laptops (dm3) come with system restore cds and drivers? I want to know, to see if it would be possible to do a fresh install of Windows 7, and of all the drivers (video,audio, etc).

No, unfortunately they do not, although they do come with a recovery partition, with the ability to make restore CDs. Drivers are also available online from their website.
If you want to clean install, head over to the Windows subforum. There are links for clean and legal downloads of Windows 7. -
HP notebooks come standard with the ability to burn backup disks. They are just that.... a backup recovery .... and if used... will return your unit to its original delivery state. You can also purchase the recovery disks with your notebook if you do not wish to burn the disks yourself.
Restore disks do not provide an ability to do a fresh OS install. If you want to do fresh OS install you will need an OS installation disk. It doesn't matter where it comes from because you already have a license. You just need a disk. You can also copy the license key with ABR software. Drivers are available here at NBR and at HP.

You can use the windows tool to burn restore disc's, or pay HP $20 to get them.

hp laptops do have a drivers folder though.
C:\SWSetup usually has all the drivers and everything else installed from factory. -
HP notebooks have a recovery disc creator (usually takes at least 2/3 4.7GB DVDs).
You can find the stock drivers in the C:\SwSetup Folder.
