Cores can be disabled through Windows here:

Multicore CPU: how to disable a core

I also read that disabling HT on the i7 can drastically drop temperatures (8-10C). Is there an option in the bios to disable this feature?

I'd like to get an i7 but I also want to see if it's possible to enhance the battery life and temperature of the notebook by switching off some of the features when going mobile.

Are you sure this program works? Because these things are done in the bios. And changing hardware stuff with the OS isn't always a good thing. Default windows is set to 1 core, no matter you have a single, dual or quad core. People who own an envy 14 tried it, don't know if it worked. Some had some problems with booting, others not.

Anyway it's true temps will drop, but performance will too.
The most important thing about this topic is the battery life. I wonder this aswell. The i7 idles at a very high and almost crazy 15W...
