When you go to HP suppport website for driver download, enter the product number and get to choose your operating system, can you find 8.1 in the list? If you can, you should download the latest driver from HP, uninstall your current drivers (marking delete device software), then uninstall any software, which came with these wifi drivers. After this, you can install newly downloaded drivers form HP. They should install wifi and bluetooth at the same time and enable the correct functionality of F12 key.

    Thanks for your reply Marius.
The exact model is. HP ENVY 15-3247nr Notebook PC
Latest drivers are for 8.0. 8.1 is not listed.
Thats why I used the ones linked here that are newer.
I reinstalled all from scratch to eliminate any variable and only installed the latest drivers from the link.
Wifi is detected at windows final setup install with native drivers but same happens. Windows update also found a new update on Centrino Advanced-N 6235 drivers by hp. Same problem.
Its like something at startup is not loaded but loads successfully on restart.

I see, most drivers for your notebook are from 2012. I am guessing you already tried these drivers from Intel:
    https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=24113 (bt, v17.1.1406.01)
    https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=23726 (wifi, v16.11.0)

There is a chance you can find another Envy with the same CPU using Intel 6235 card, which got the support for 8.1 and downloading the driver from there.

If I were you I would post to HP support forum since Windows 8.1 is a free upgrade your your machine:

    Tried posted drivers but still.
Will post there Marius. Thanks for your help.

So odd no one posted something similiar with this. Im not doing nothing extraordinary here. Setup could not be more vanilla than this.
