Everyone is aware that constantly recharging cycle is ultimately the reason for the decay of the battery. Is there any program that disables the charging of the battery? and use the plug as a source of power directly?

Who is this "everyone" and where are they saying that? Because they're wrong. A lithium battery is good for 300-500 charge/discharge cycles. More importantly, they have a useful life of about 2-4 years AFTER MANUFACTURE. Not after you get them. It is also governed more by charge level that it's stored at than by charge cycles:

The only programs I know of that will disable charging of the batteries at a certain level are in hardware that supports it, like Lenovo laptops and it's Power Manager software. I'm not aware of any "generic" software that will do it.

Lol, the information you're working on is quite old. Old NiCD batteries are the ones that decay with more charging. Li-on Batteries are pretty set, use them right after they're manufactured and just use them. You can't really stop their decay except by keeping them away from heat.
