Im looking into replacing the processor in my envy 15-j from a i5-4200m (37w) to a i7 4702mq (37w)
Looking at the service manual this should not be any issue, but I am a little confused about the socket itself. CPUz reports it as a Socket 947 rPGA, the only processors I can find for sale are listed as a socket 946 fPGA.
What is the deal with this?

Socket G3 = rPGA946B = rPGA947 (see "Packaging information"). It's different names for the same creature; a 946 pin socket.

That is handy to know, thankyou very much -
So this Socket G3 is called "rPGA947" and, indeed, has 947 pins. However, the 'missing' pin in question is "B1", which is not documented by Intel (not even "RSVD", i.e. reserved). And as there's no 947 pin cpu anyway, it could simply be a leftover from development. Perhaps they may use it with Haswell refresh, which would make 946 pin cpu's backward compatible ... but then a revision document should become available explaining what B1 does, exactly.
