I would like to continue to have the ABILITY to switch from power-saving to high-performance mode, but I would like it to always be on power saving mode, regardless if I'm plugged in or not.

Right now, if it's unplugged it switches by itself. But when it's plugged in (which is most of the time) it automatically goes into high-performance.

    Help?

So uncheck "Automatically select power-saving GPU when on battery", then manually switch to Power-saving mode. Then you can plug/unplug all you want and it won't switch to High-performance unless you do it manually.
