What should I do?

You probably need to install the HP QuickLaunch buttons driver, which you can download from HP's website.
Just go to Service And support and click the Download Drivers and Software button, and type in the model of your notebook (in this case, "Pavilion DV5-1155se"). Once the page loads, select your OS (Windows Vista Home Premium 32-bit), and all the drivers that you'll need will be listed (there might be a few on there that you don't need, though). -

Ok now the buttons work except for 2 things:
1) the quickplay button doesn't seem to do anything.
2) When I press the volume key up/down, the volume does actually change. But I dont see the onscreen visuals telling me I am increasing or decreasing the sound -
You have to install Quickplay as well as Quicklaunch.

You're probably still missing the Quick Play drivers (not QuickLaunch; you already have those now), which would explain why the QuickPlay button doesn't work.
I'm not sure about the on-screen volume controls, but if downloading the QuickPlay doesn't fix that, then it's probably a setting in QuickLaunch that can fix it (you can disable the on-screen volume controls via quicklaunch; however, I would download the QuickPlay drivers first to see if that fixes the on-screen volume controls)
FN Keys stopped working after clean install.
