I have a HP G71-343 laptop and when I connect its VGA output to an external LCD monitor, the upper half of the screen flickers. The flickering is reduced when laptop runs on batterry. I've sent the notebook for repair service because it is in warranty but they said they couldn't duplicate the issue at the center and sent it back to me. They've told my case manager that the flickering is the refresh rate of the screen!
Anyway, I want to know what can be the reason for the flickering on just upper half of the screen and is there anything I can do to resolve it?
I have to add that my monitor is just fine I've tested it with other PCs and the refresh rate is also automatically set to 60 Hz on the extended display option which I can't change.

You might try using a 3 prong to 2 prong adapter temporarily to plug it in. If the problem is a ground loop that should fix it.

I had external monitor flickering problem. It went away over time.
What worked for me it seems you already tried.
1) I plugged the monitor and laptop into separate outlets and the flickering stopped. So I think it was some kind of cross electrical interference.
2) I changed the screen refresh from 60 to 59 hz and the flickering stopped.
You can't change the screen refresh? Maybe you can get different graphics device drivers that have the option. Or it's an option hidden in an advanced menu.
3) If your external monitor has DVI input and your laptop has HDMI, you can try using digital to connect.
