I just swap out the the motherboard for a working one and change all the components inside and the monitor don't power on. All the lights show the fan spins but no picture. Before I did the motherboard swap the same thing happen. The shop I took it to said it needed a discharge from the build up over time. After the unfix-able corrupt bios problem I was force to swap boards. How do I do the static discharge? I ground myself with a steel pipe took apart everything put it back together still the same.

Be sure you have the LCD data cable completely install/inserted correctly
on the back of the panel.
If it is not fully seated, the LCD will not work.
If this was the same problem with the old board, i would tend to think you may have a LCD - LCD data cable or "inverter problem.
Hook up an external monitor and check to see if indeed the computer is/is not fully booting up.

Are you using battery power only?
If not, the HP smart power adapters when bad can cause some unusual issues, yet i never had seen this one.

Remove battery and AC power, press and hold the power button for 60 seconds.
    Reconnect battery and try again.

This is new to me, maybe someone pulling your leg that was in over their head.
Remove the battery/power and disconnect the little cmos battery.
Press and hold the power button for 60 seconds would discharge any remaining current within the caps and would default the bios.
This would be a FULL hard reset of the motherboard bios.

Hmm, who says it cannot be reset. Boot up MHDD (freeware, you'll find it with google), select the drive, give the command "DISPWD" and tada.
