I went back to using CoolSense 1.0. I have it set to Performance Optimized for stationary mode. And for mobile, I usually keep it set to Coolest. But when the throttling starts, I try to get in there and quickly change it to Performance Optimized. Fixing the BIOS helped A LOT...BUT...HP is not done. I think they need to update CoolSense again. Neither 1.0 or 2.0 is functioning as they should. I shouldn't have to DISABLE a feature of this laptop to get the processor working normally

I keep it on peformance for both plugged in and battery. I find that any other setting just causes issues. When mobile...you don't need coolsest. You are on battery and Intel GPU...my machine barely gets warm when on battery

CoolSense [supposedly] detects whether your laptop is mobile or stationary, and for each of those two settings, you have three options: 1) Coolest Mode, 2) Performance Optimized Mode, 3)Quietest Mode. If I understand correctly, I don't think CoolSense knows (or cares) whether or not your machine is plugged in. I beleive the stationary/mobile modes are just determined by how your system is physically sitting.
Then the Power settings are: 1) HP Recommended, 2) High Performance, and 3) Power Saver. And under advanced power settings, each of these three modes is further customized based on whether or not your system is plugged in.
I believe this is the problem I'm having: For CoolSense, I generally keep it on "Coolest Mode" so that it doesn't become scorching hot on my lap, on my couch, or on my bed. (I usually have it plugged in 90% of the time anyway). I get throttling every now and then, but a LOT less than before the F.15 BIOS update.
As far as power settings, I have tried all three: 1) HP Recommended, 2) High Performance, and 3) Power Saver. And I've tried all three modes both on BATTERY and AC power--so really, I've used my system on 6 different power modes. And I've experienced some degree of throttling on each one of them. So that's why I think it's related to CoolSense, and not the Power mode. Hmmm...
