I used to be able to run the laptop on pure AC (without a battery attached to it).
Then my PC crashed and refused to turn on.
Then through some troubleshooting, I decided to plug the battery back in. It works!
However, it flat out refuses to turn on if there's no battery. Why is this?
The AC is charging the battery, so I know it's working.
To summarize:
Battery + AC: Turns on
Battery only: Turns on
AC only: NOPE
Battery + AC, remove battery after boot: Nope

The problem may be in the battery charging board

Could you explain? I don't get it. The battery is charging. It's not going to 0 or staying the same.
HP Envy14 (first gen) won't turn on without battery attached.
