About 8 months ago (roughly) I converted my good friend over to the HP Business Notebook side (not to be confused with the dark side).
He has an NC8430 with the Core Duo (not the Core 2 Duo).
Couple questions:
1. Does his machine has 2 512's or 1 1gig chip? (he says all he knows is its 1gig total)
2. If it is 2 512's i'll obviously have to replace them with 2x 1gigs which is no biggie. I went to crucial and they want like $180.00 for 2 "recommended chips"
But below it shows compatible upgrades and I picked out http://www.crucial.com/store/mpartspecs.aspx?mtbpoid=2DD8E509A5CA7304
for a much nicer $87.99
It his birthday this month so I figured I would surprise him with more ram since you can never have enough!!

It could be either one. When he configured his machine, or whne you configure his machine for him, what did he or you get? Try and look back at the e-mail or the invoice?
Either way, 2x 1gb sticks will work either way. If it's 2x 512mb sticks, you have to sell them, and if it's 1x 1gb stick, even better, you can keep them of sell them off. -

As f4ding says, it could be either configuration. Download the cpu-z utility or just open the memory slot at the bottom and see for yourself

For what it's worth, mine came with 1x1GB.

Last question, does the ram have to be two identical sticks of ram to make it work as dual channel (like iif it has 1x 1gig stick and I put in another 1x gig stick)? If not I hear the difference will be pretty small, or have i heard wrong?

It'll still work in dual channel mode, albeit aysemmetrically and won't have the full benefits of two identical sticks. But I've also read that the differences aren't too significant.
