I'm trying to reinstall the OS on a laptop (it's not mine, i'm just trying to fix it for someone in my company and I have no clue about hp battery life) and the laptop keeps turning itself off during the installation. I'm assuming this has something to do with the battery life on the laptop. The battery lite keeps blinking indicating that it's charging. Do all HP laptops have to be fully charged before they will run even if the a/c adapter is plugged in????

*please forgive the ignorance of this post, again, i don't usually work on HP anything...... I work mainly with Dells and if the a/c adapter is plugged in the computer usually runs off of that rather than the battery*

All laptops, regardless of the brand, should run fine on AC power, even if the battery is still charging.

How long does it run before it shuts off?

It sounds like your notebook is overheating during the installation process and the BIOS is forcing system shutdown. Check to make sure the fan intake isn't blocked and that you don't see too much dust and debris around the intake and exhaust vents.
