    Um well..
The motherboard has a intel celeron cpu, so I checked the hp website and found it also supports intel mobile pentium III - m cpus which are socket 478?

If so, could I use a intel pentium M?

Celeron M's come in many flavors, Socket 478, 479, and M. Pentium M's are Socket 479. If you have a compatible socket, you may be able to swap them.

However, either case, it's going to be a waste of money to upgrade this antique, and you'd be much better off putting the money towards a new laptop.
