I don't know if this is true or not but I thought I remembered reading about hp having it's own power management software that was better than Windows Mobility Center. Can anyone confirm or deny this for me?

After working on Pavilion dv6590 and 6710b, I DENY this information. They only provide you with some settings in Vista Mobility Center they think is the best for you. But there is no special software for power management in case of HP.

    Just not to forget:
You can adjut brightness manually, that's the only thing that is managed by purely by HP Utility (QuickLaunch or how is it called). However, you can set default levels in the Mobility Center and as I have seen today, you cannot go below some level (at least in case of 6710b I had).
