Is a refurbished HP desktop or notebook one that was sold and returned to the store (when returnable) that may have been damaged or may not have functioned for the original owner? Are these returned to Hewlett Packard Service where they are repaired with original parts? Thanks.

Yes, unless they mark an item as "scratch and dent" they are usually in good condition, no telling why they were returned, but they are tested for full working order and repaired if a part is broken. They can get the same warranty as new units too (and automatically have the same 2 week return no questions period).
